COTA: Inaugural bus route marks a milestone in island transportation

The Commonwealth Office of Transit Authority will its first-ever dual-directional bus route, the Blue Line, on Friday, Nov. 24, 2023.

(COTA) — The Commonwealth Office of Transit Authority, under the Office of the Governor, is set to make history with the launch of its first-ever dual-directional bus route, the Blue Line, by Transit CNMI. Saipan’s groundbreaking public transportation launches Friday, Nov. 24, and will make the island more accessible, connected, and environmentally conscious.

The  Blue Line will feature two  buses traveling simultaneously, one northbound and one southbound, providing a convenient and reliable transportation option for residents and visitors alike. With stops strategically placed in key locations from Garapan to Koblerville, the new service aims to reduce commuting challenges, promote community engagement, and contribute to a sustainable future.

Ride for free in 2023

The Blue Line will be completely free for the remainder of 2023. Beginning January 1, 2024, each trip on the Blue Line will be priced at $1. In addition, Transit CNMI is proud to offer discounted rates of 50 cents for students, veterans, active-duty military and their families, senior citizens, and individuals with disabilities to ensure that public transportation is affordable and accessible to everyone.

Community progress

Gov. Arnold I. Palacios expressed his enthusiasm for the Blue Line launch and said it’s just the start of things to come from COTA.

“The introduction of the Blue Line is a testament of our commitment to progress and community welfare. This new bus route not only addresses transportation needs but also symbolizes our dedication to creating a sustainable and connected future for the CNMI,” Governor Palacios said. “I applaud COTA’s pioneering efforts and look forward to witnessing the positive impact it will have on our community.”

Navigating road construction challenges

Special Assistant for Public Transportation Alfreda Camacho-Maratita acknowledges the challenges posed by the ongoing road construction along Beach Road, and says her office and the Blue Line will continue to evolve to meet the community’s public transportation needs.

“While we understand that the route may not be perfect due to these construction activities, we want to assure the community that we are committed to providing the best possible service,” Camacho-Maratita said. “Our team is working closely with local authorities to minimize disruptions and ensure a smooth commuting experience. Despite the obstacles, we believe the Blue Line will significantly benefit the community, and we are committed to addressing any inconveniences promptly.”

Future comfort for passengers

Once  the road construction project is completed, COTA will reassess the time intervals and location of the bus stops and construct shelters along the Blue Line. This enhancement will provide additional comfort and protection for passengers from the elements, ensuring a more enjoyable and convenient commuting experience.

Alleviating traffic congestion

The launch of the Blue Line comes as a timely solution to alleviate traffic congestion during morning and afternoon drive times. By providing a reliable alternative for commuters, Transit CNMI is contributing to a smoother flow of traffic along the route. This initiative aligns with COTA’s commitment to enhancing the overall commuting experience.

Convenient service hours

Buses on the Blue Line will commence their service starting at 6:30 a.m., providing an early and  convenient  option  for  morning  commuters. The daily service will operate until 8:30 p.m., offering a reliable transportation option for residents throughout the day.

Efficient travel time

With all stops considered, the Blue Line is designed to take approximately one hour to travel from the southernmost stop at Tottotville in the village of Koblerville to the northernmost stop at  American Memorial Park in Garapan, ensuring an efficient and timely commute for passengers. With two buses operating simultaneously, residents can expect frequent and efficient service, whether traveling north or south.

As  Saipan  embraces  this  new  era  in  transportation,  Transit  CNMI  remains  dedicated  to continuous improvement and innovation. Future plans include additional routes, improved services, and a commitment to fostering a sustainable and connected community.
